The novel takes place in Paris, when a man's severed arm is accidentally pulled from the Saint-Martin Canal of the Seine River, followed by the rest of the body, without the head. During the investigation, the silent and mutual psychic secret connection that develops between Commissioner Maigret and the cafe owner does not prevent them from uncovering the truth.
